Knowledge Base

A systemic audit of the operational mechanics of power in Georgia. This is an evolving library of our foundational research.
A Guide to Our Research
Welcome to the CAT AGI Knowledge Base. This page serves as the central analytical library for our research, designed for an audience of diplomats, journalists, and international observers.

Operating as post-political systemic auditors, we provide in-depth, evidence-based briefings on the operational mechanics of power in Georgia, using the 2025 Tbilisi mayoral election as a diagnostic lens. Each report is a living document (v1.0, v.1.1, v.1.2, etc), initially based on extensive Open-Source Intelligence (OSINT) and designed to be updated with primary data from our Transparency Log and Citizen Signals Channel.

To guide your research, our analysis is structured into four key thematic areas. The sections below begin with the system’s core architecture, then move to its instruments of control, profile its key operators, and finally, analyze its response under pressure. This structure allows for a comprehensive understanding of the entire power vertical.
The System's Architect & Architecture
This section deconstructs the foundation of Georgia's informal power vertical. These reports profile its architect, Bidzina Ivanishvili, and map the interlocking network of loyalists who operate the system.
The Instruments of Control
Here we analyze the key mechanisms used to maintain and consolidate power. These audits examine how the electoral system, media landscape, and urban digitalization projects are instrumentalized for political ends.
Key Lieutenants & Case Studies
Power is executed through key individuals. These profiles provide an in-depth look at the system's most important public figures, documenting their careers, networks, and operational roles within the regime.
The System Under Stress
  • This section presents the results of our real-world stress tests. By analyzing the institutional responses—or lack thereof—from civil society and parliament, we provide a unique, data-driven diagnostic of the system's resilience and vulnerabilities.
